The use of internet protocol (IP)-based transmission technologies is driving the design and use of telecommunications network and platform convergence. Voice over IP(VoIP) and IPTV are examples of IP-based services and applications.
The conventional regulatory framework was designed in a circuit-switched network environment and the transition to IP-based networks will lead the Authority to consider how existing regulations translate to an IP environment. Issues for industry and regulators include device interoperability, network interconnection, operational systems inter-working and access to IP-based networks.
Moreover, issues such as the transition from IPv4 to IPv6, the need for national IPv6 backbone, the need for a national agency for managing IP addresses and IPv6 transition strategy for ISPs are under study at the Authority. (Please refer to the Public Consultation paper on IPv6).
